Please read heat law carefully
HEAT SEASON OCTOBER 1 - MAY 31
DAY between: 6 a.m. - 10 p.m. At least 68°F inside when the temperature is below 55 degrees outside.
NIGHT: between 10 p.m. - 6 a.m.
At least 62°F inside: No outside temperature.
If your apartment doesn’t meet these Requirements see below. For complaint recommendations
If your apartment meets the heat law and you're still cold it is because the heat law is insufficient. Please email the NYC City Council Housing Committee Members (see below) and ask them to improve the heat law that the current law is insufficient.
If your apartment does not meet the legal heat requirement, file a 311 complaint for each day it does not meet the heat law. Remember you can put in an anonymous complaint for building-wide outages. You can call 311 or file a complaint online. But we recommend giving your contact info so HPD can follow up. You do not have to worry about losing government assistance or the city asking about your legal status when filing a complaint. We recommend smart thermometers to know and document the temperature in your apartment.
